    Thanks for your comment. This was quite an unusual occurrence and was probably not considered when developing the policy for subsidies, with good reason.

    In answer to your question, wind moves the turbines and powers the whole process. So if the wind blows, the turbines rotate. I image that stopping the turbines when it is windy is damaging to the blades and rotation mechanism.     Stopping wind turbines is not as damaging as stopping or turning down coal and nuke plants. Hence the reason for negative pricing. Coal and nukes will pay to keep from turning their plants down or shutting off. Theoretically, large scale storage works very well in a deregulated market like Texas. But when wind gets a subsidy, the power developers will continue to develop the wind power. Until their is a subsidy for large scale storage, the market will remain dormant.

    Wind has a dark side. It produces its largest volume off-peak and declines as the on-peak period arrives. Texas Wind production is almost zero when the demand for power is at its greatest, above 100 degrees and full sun. Solar aligns best with peak demand. Wind compounds the supply/demand balance. Wind energy is like putting several nuclear units on line at night “off-peak” and taking several nuclear units off line during the day “on-peak”. The natural gas industry will figure this out one day and extract their true value of supplying the energy when wind cannot.
